Usage When No Apps Are Open

I downloaded a bandwidth monitor to check as I thought my cap was getting used up too fast. And it shows me that even when my browser is closed I am still using outgoing bandwidth at a rate of about 0.20 to 1.00KB/sec

What could be causing this?
 
There is a wifi access point connected to one of the ports on the router that is used by a person living downstairs. Is there any way to monitor that specific port and see how much bandwidth it is using?
 
Other programs use the internet in the background to, for e.g., check for updates....
Go Start, run, msconfig - startup - and check what components are automatically started up (or to view dynamically, goto Task manager, processes).
 
Almost all software checks for updates the minute you establish a connection.

I'm curious - which ISP are you using?
