Use a hosting package as an open proxy ?

Is there someway to use a hosting package as an "open proxy" ? For example if a university doesn't allow certain sites then can you somehow put some script or something on your site that you have hosted somewhere (your site isn't blocked by university) to allow you to basically "browse" any site using your externally hosted site as a proxy ?

I have no clue of where to start, but I'm sure it can be done

Yep. I do that with my website. Get yourself a PHP script called PHProxy. Mine is not an "open" proxy as I protect it with a password. With that I also use a PHP FTP client named Net2Ftp. Please do remember to Password protect this, for Obvious reasons. Enjoy!
