Use MDMA - works like a charmIf you have a Cellc SIM card (obviously) and the modem is not network-locked (which they should not be), then YES.
You would have to install some other generic 'dashboard' software (e.g. MobilePartner or MaxisBroadband) to get things running for CellC.
If your question relates to making use of CellC's new high-speed HSPA network, the answer is: you could only use the 'Vodacom' modem if it supports 900 MHz UMTS (check CellC website for compatible modems); using normal (slow) EDGE on CellC the 'Vodacom' modem should work fine otherwise.
you can use EDGE while roaming on Vodacom network with CellC. Do take note that it is EDGE, not 3G (or then HSPA) as was pointed out before.
I am not sure about this but I would imagine that the coverage map of CellC takes the roaming capability on the Vodacom network into account i.e. it does not only show the coverage provided by CellC's own towers but this is just a guess
