Users still waiting for ADSL changes

Yes we are still waiting but for what exactly nobody really knows.
The regulations were formulated so that nothing really had to change for there to be conformity (from a telkom perspective at least). mooo
Cleverly done but not cleverly enough to hide the regulations intended uselessness.
If anything the regulations have done nothing else other than strengthen Telkom's position and left the public high and dry, again.
Nice one Paris! How was that telkom sponsored business trip to Paris by the way?

The appropriate steps to address such non-compliance would be taken, he promises, saying the consumer protection department may be reached at [email protected].

I requested an ADSL install a week ago and still haven't heard anything from them. Come the 13th of November, I'll be mailing ICASA. If enough people do it, they'll have to respond...
 
What makes you think that?
Perhaps respond, maybe, but act, another thing entirely.

The alternative being what? Give up and sulk?

Some sort of action is always better than inaction...

I'm sure we can muster up enough formal complaints about install times and charged local content to prompt some sort of action on ICASA's behalf...
 
Not saying you mustn't register a complaint kifoth, I actually encourage you to. I'm just saying that probably bugger-all will ever happen.

I look into my marble (for lack of a crystal ball) and pre-empt Lulu's response.

'The backlog in our order book (only ADSL provider) makes it very difficult for us to meet the 30 day requirement. We are trying to do our best and because you cant get ADSL from anyone else you must just put up with it.'

If you want something meaningful, Telkom should give you 1 month subscription and bandwidth free for every day they are over the 30 day deadline. That's meaningful.

A request to the legal & regulatory minded people on the list:

Please compile standard letters of complaint we can e-mail to ICASA.

I'm pretty sure that if we can't nail Telkom, we can nail SAIX, or further down the line TelkomSA.net.

The way I see it is that each and every one of us has to file a complaint against Telkom or our ISP for ignoring the ICASA rules & regulations.

Why complain about the ISP's not complying to the regulations: So they can get their backsides of the chair and ask the courts to force Telkom to sell the a product which complies to the ICASA regulations.

And TelkomSA is an ISP as well.

A flood of complaints might just wake Paris from his sleep at the office.

Absolutely. I'm not that naive :) My point is that bugger-all will definitely happen if we just let it slide.

Worst case scenario... RPM gets to say "ICASA have received hundreds of complaints about Telkom's non-compliance" the next time he gets interviewed :D

However, ICASA maintains the new laws are being enforced.

“The ADSL regulations are in full force and effect, and if there are complaints of non-adherence by Telkom or Internet service providers, such complaints may be forwarded to ICASA's consumer protection department,” says Sekgoela Sekgoela, manager, media liaison and stakeholders.
So ICASA is saying we have to do all the work but when we do complain ICASA just give excuses & promises saying they have a backlog of complaints due to staff shortages.

Useless ICASA should just be done away as IMO it's currently just a barrier put in place by Mbeki to protect the cashcow profits made by gov,ex-gov & ANC Telkom shareholders

This in isolation is probably correct - the requlations are such that they are open to dispute and no doubt a dispute has been lodged and as long as it's in abeyance the regulations as promulgated are frozen, or words to that effect.

So words will continue to be played with so long as the government, their hangers on and hangers on's hangers on continue to benefit from the status quo.
