Using a Billion 400G router as signal extender

I just read on another page that the Billion 400G router can not be used as a signal extender. Is this true and if so, why not?
I was able to finally log into the routers' configuration and need some help setting it up as an extender to my D-link ADSL router in the main house. The ideal is to extend the wifi signal to the back of my property. Cannot cable link the two routers. They will have to connect wirelessly. Running a 4mbps line at present.

I don't think it can be. Why not get an extender? They going for cheap these days.
