Is it possible to config skype to work on local only
or to work with openrouter/openbrowse?
no... unfortunately not. sorry.
There's a way, but it's kinda complex. You need access to a machine/server that has international access, and then you set up a port forward. If you have that, let me know and I'll explain further.

Some local folks are lucky enough to have some local supernodes in their client database when they become capped, so they can still log into skype when capped (there are a few local supernodes). It is possile to force skype to connect to a host you specify, and then you can host a port relay on another local machine to get through. A few of my friends are capped, and I can still speak to them by letting them authenticate with my line which isnt capped.Using Skpe when capped?

Pointless! Good luck with that. You are going to have sporadic service at best, if even. I have never had Skype work on local in more than three years, and I use it everyday. Supernode Schmoopernode. Just buy more cap, and let it rollover to the next month.
What about Google Talk? I am not familiar with all of Google's goings on, but since they are establishing (or have established, dunno) "a presence" in SA, would that include local Gmail and also Google Talk?
