I still don't know why ISP's like IS and Telkom do not have these implemented.
Oh wait ...
It's because our ISP's make money from us all downloading the same stuff over and over and over.
Most ISP's have massive storage space reserved for cache use, so that they can charge international rates for the same content being downloaded over and over and over, which is actually being served from their local cache on the ISP's network.
This kind of service will require a mindset change of note on their profit margins.
