I am looking for someone with a vacuum tube (valve) tester, who can test valves for me in Cape Town.

The only person I know with such a kit is on the West coast in the USA.

So that’s your answer. You’re not paying for the component, you’re paying for someone’s time first plus the component plus shipping. Unless it’s something you turnover monthly it’s not worth it.

I know this because I used to have tubes, lots of them.

Speak to the right people and make the effort to be their friend and the rewards are great.
It is also relatively straightforward to test tubes in circuit - I know how, learnt that when I was a child
