Maybe they left a sta-soft refill under the seat. Remove said sta-soft refill from under the seat.

Could be the case

Once left a bottle of Graca wine in the car on a hot day at a braai, the cork popped and the wine soaked into the back seat cloth upholstery

Took it to a valet service and after they finished vacuuming out as much liquid as they could they recommended leaving a StaySoft plastic sachet refill in the car for a week or so to clear any remaining odours - worked beautifully.

Some Scented Geranium branches (pillow case under seats) will also work very well.

Yep it's very common. And not as wasteful as fragrance since you use the sta-soft eventually.
