VDSL Noise Levels?

I've got a Telkom branded Netgear VEVG2660 vdsl router.

I'm getting a "noise margin" of around 7db on the downstream.

Is "noise margin" the same as signal to noise ratio? In which case 7db is rubbish, or are these stats good for vdsl unlike adsl?

What VDSL speed do you expect to sync at?

It's supposed to be a 40mb line, but it usually only syncs at 20mb. At the moment it's syncing at 11mb and actual download speed is around 1 to 5mb

That's for attenuation though? Attenuation is actually really good, only 9db.
