I have last taken my car to service when it was on 75000km due to financial reasons I have been doing service by my self since I have some knowledge about mechanics, the car is running fine and now it's 150000km on the clock, what are the penalties or any if I take my car again to a dealership for services in all I skipped 4 services.
 
You will only lose your warranty or maintenance plan if you had one. It might also affect your resale value.
 
I keep a book, stating at what km I service the car, and writing what I did. Even what type of oil and filter, etc.
 
I won't mind if someone did the minor services themselves and the vehicle runs smoothly and it is well documented. For the major service, or the one where they change the timing belt I would want to see proof from the mechanic or dealership.

The 2006 model Hyundai Accent I bought a year ago was self serviced by the owner, when I bought it they send it for a major service including changing the cambelt. Car is still in excellent condition.
 
There's no penalty. But I think that your timing belt probably needs to be changed asap. Unless it was changed at the 75000k service.
