Ventilation bricks

My house has these ventilation bricks, and I just realized these things aren't very efficient when I use the aircon but conversely on cooler summer nights I think these things help keep the room from getting stuffy and cooler without needing to keep the windows open and risk having the mozzies and geckos come in.

Maybe this is all in my imagination and these things don't make much difference but ideally, I think I'd like to get an interior cover for these that I can close manually whenever I choose to use the aircon.
 
 
On that note, why do houses by the ocean have those slots between bricks?
 
We covered all our vents closed with foam in a can when we moved in 20 years ago. No more creepy crawlers coming inside anymore

The vents normally have mesh to prevent creepy crawlies?
Ours were very perished, old building we think was built in the 50s but not 100% sure because the original building plans were lost in a municipality building fire in the 80s.

At the bottom?

Double cavity walls, rain soak the first wall and drips down and out of the drainage slots.
Some bottom some not.
