I have the Dell mobile broadband Utility (Build 027) 24/2/2007 on a D620 (with the 5505 Builtin HSDPA card).

If you go Edit -> Configuration -> Device Settings (Advanced), you can select GPRS Only, Automatic and UMTS only for the newtwork.
