What part? I know the bill of rights says everyone has the right to "Health care, food, water and social security" but I didnt see electricity mentioned.

I am certainly no lawyer - but a quick google gave me a bunch of amendments and this paragraph:

Local governments deal with things that affect the local area that they control. Part B of Schedules 4 and 5 of the Constitution says what things local government is responsible for. This includes collecting rubbish, parking, electricity and parks. Laws written by local governments are called by-laws.

It would actually be very easy, just put a 20 or 50 amp (or whatever is decided) breaker into the electrical box. Hence that is the max that would be allowed for the house hold.....

Dont want to poke holes in the idea, but different households have different needs.

A household of 2 people is very different from a household of a family of 7! Who decides what "size" of breaker is fitted?

Different breaker size - different scale of charge? Homeowner decides what they want?

What you saying would penalise people with large households! That wont work, thats not fair.

Maybe a standard must be devised to allocate say 20amps per person in the household for example, instead of just scaling the charges for a bigger breaker?

Absolutely !

I cant see how this is going to work. One cannot compare the energy needs of a ACME estates with that of Joe Mhlongo who lives in a shack in Diepsloot. How are they going to allocate the kilowatt-hours ?

Unless they take an average of your monthly usage and say right you must save by using only 80 % of your average.

This only makes matters worse as some municipalities do not always take accurate meter reading for power usage but hey lets throw the idea in.

I see another pitfall here, how do you make the restrictions equatable to both prepaid and post paid power users ? One cannot ask for an 20 % saving for postpaid consumers and not impose the same restrictions on prepaid users , this is a nightmare !

Yeah - also a good idea.
 
A friend of mine pulled too much power causing his distribution box to trip. So he got some dude to come in and put a higher amps breaker in his board. The dude obviously had to do it covertly, Eskom wouldn't give permission - he was using special insulating gloves, screw drivers and what not while standing on several rubber mats from my friend's car :D
