Ok, what you refer to is the CSD (Circuit Switch Data) which is basically a phone call. GPRS actually came before MMS. Don't confuse the old black/white picture messaging with MMS, it is not the same. Those picture messages were delivered via sms.
So when MMS came along, GPRS were already settled in the market, and there were no need to deliver MMS over CSD, although it is technically possible. It also does not make sense looking at resources and also cost to users.
