Vista System restore returns unistalled programs

For some reason my computer froze during start up this morning, when I tried it again it detected they was an improper start up and suggested that system restore be performed. Now that's it's done on my Program's list in the start menu and the control panel are a bunch of programs which I uninstalled have reappeared. I'm unable to uninstall them again as most of the time I get a uninstall file.

I could just delete the one's in the start menu but I really need to remove the one's listed in the control panel's program list, how do I do this? Installing the program and uninstalling it a option, but some are programs I downloaded from the internet and after installing them I also decided to delete the installation file from my downloads directory.

sidenote: I know I should banging my head against the wall for still using Vista, it's just that I haven't found the time to back up everything, install Windows 7 and reinstall all my programs again.

But, yes, Vista is a pain. An abomination. The sooner you can get rid of it, the better.
 
Now would be the time to install Win 7 then, 'cos the amount of heartache you're going to suffer righting everything after that system restore you'd be better off spending the time setting up 7.
 
I think you can use CCleaner to clean up/manually remove items from the Programs list in the control panel.

Now is probably good time to move up to Windows 7 though, would be less effort.
