Best option for Voda uncapped, month to month data?
It's for a rural area, Voda the only real option.

I would first make sure I know exactly how much data I need. Perhaps a capped product, and certainly a type of prepaid or topup option to avoid bill shock, would be better. If they have uncapped, the FUPs and limits are usually quite restrictive.
Or how about Starlink?

Primary use will be to stream live footage of a CCTV system.
Stream will be running for several hours a day

Starlink is not really available here is it?
 
For CCTV it sounds like you need pretty much 100% uptime. Is the Vodacom tower reliable? I.e. during 4 hours of LS?
