Could you please elaborate on the part of your message that i have made bold. What do you mean on the PC i want to attach to? Do you mean the one that the modem attaches to or the PC that i want to remotely access or the modem itself?
When you want to connect to another PC using VNC there are two sides to the setup:
1. Client-side: In this case this is you, you want to take over the remote PC. Call it the local side.
2. Server-side: This is the PC you want to control. Call it the remote side.
Both sides must be connected to the internet via some sort of connection (3G, ADSL, etc.). Both setups (PC + internet connection) must support the VNC protocol. This includes firewalls, etc.
Typically the Client-side PC won't try and stop an 'outgoing' connection. It is assumed you know you're making the connection intentionally. But your firewall might still be configured to block it.
On the server-side it's much more tightly controlled. Allowing open incoming connections is very dangerous and is the single biggest cause of virus attacks so most network connections (like the internet APN) and PC firewalls will block it.
To allow open incoming connections on the network portion, we created a special APN called 'unrestricted'. On this APN we don't block any attempts to connect the remote PC as we do on the 'internet' APN but it's an advanced APN that could cause problems for non-IT-literate peeps. Thus you need to apply for it and sign a disclaimer that you won't hold VC responsible if your PC ends up with a bunch of viruses.
In summary, if the remote PC is connecting via 3G, it must use the 'unrestricted' APN on the 3G SIM in its modem and the firewall must be open for the VNC ports. Think this is 5900 normally.
