Vodacom airtime transfer not working

Trying to transfer airtime from my phone to my brother. Both Vodacom prepaid. Using *111# to do it.
It keeps saying his number is not allowed to receive airtime transfers, but I don't see why not? I've transferred airtime between our numbers before.
If I try to key in an airtime amount instead of using the preset values, it says "connection error or invalid MMI code".

This isn't the first time it's given me trouble. This thing just isn't reliable.

If anyone knows a way to get this working, your advice would be appreciated.
Is it a network problem or just me?
 
Just tried calling that number. All I could find was info on how to recharge which is not what I'm looking for.
Or am I supposed to navigate through that annoying voice menu and somehow get it to connect me with an actual person?
 
So it's like a secret button where you actually get customer service :P
Did that, just got told to "refresh" my phone and to try using 082 1200. The 082 number worked, airtime was transferred.
She never said anything about the other service being broken. Hope that gets fixed.
