Vodacom Fiber Provider and ISP

I'm wanting to get fiber in my security estate. Vodacom has installed fiber in the estate and is currently the only option for the ISP.
I would like to use MWEB as my ISP as I am currently with them for my ADSL line. I contacted MWEB and they say that there is no fiber available but Vodacom says that the fiber is active in the estate.
Does Vodacom normally limit which ISP's a customer can choose?

What does www.coolideas.co.za say? Some VC estates are still closed access.

Cool ideas show that some parts of the estate are covered but not which streets are covered. I doubled checked this morning and it looks like Vox has the estate listed as covered. I find it strange that MWEB can't find the estate as active.
