Vodacom IP Location

When browsing on my phone on the vodacom network. I noticed that i was getting foreign adverts, i then went to www.iplocation.net, which put my location as Frankfurt Germany. I assume that means the vodacom network exits to at that location. Does anybody have any idea why?
