Vodacom SMS Roaming Problem

Is there a way to "reset" SMS roaming once you've left the country?

My dad has a Nokia phone on Vodacom prepaid. Every year its the same thing, he goes to Europe for a few months and we enable SMS roaming and he gets to Europe and it connects to Vodafone and NOTHING works.

He cannot send any SMS's it just says "failed". I've tried the SIM in other phones and its the same. Its like Vodacom activates the SMS Roaming but never lets him use him.

Anyone experience this and how it can be fixed?

Just an idea when sending sms are the number in international prefix like to sa would +27 or uk would be +44. Maybe the sms setting on the phone. Also set the phone to roaming and manually select vodafone.
