Vodacom voice - sometimes tin'y like Whatsapp calls

I have had a few calls today, both incoming, where the person on the other side sounded like they were talking to me across a low bandwidth VOIP connection, similar to Whatsapp voice calls...

Anyone else experienced this and why?

Both people who called me are vodacom users...... So not quite sure where VOIP would come in?
