Vodacom - Windows Phone Operator Billing On Contract

So I have the option to use operator billing for app purchases but I just get an error message saying Your purchase couldn't be completed. Please try again later.

Should I be able to use operator billing on a normal contract?

Yeah, I use it all the time. Try again later tonight. Will post a screen when I get a chance. What were you trying to DL if you don't mind me asking.

It's never worked for me since it's been available.
