Because it's become like Days of our Lives.
If they didn't have that they would have nothing to do and should just resign and save us tax payers some money.

We can all as adults get together and sort out the spectrum and then the job is done. The "regulator" can go and **** off.

Its like one would think that a 100 years into civilizatoion, we would have all the laws we would ever need, so why are they making new ones all the time?
 
New technologies require new laws. Drones (not talking military) were not around 15 years ago as 1 example.
Okay, ignore tech because just by listening to my gut 99.99% of the laws they concoct out of thin air to screw us over have nothing to do about technology.

I mean, we even call it "The Legislature", like there sole purpose is to image new laws to make life harder.

No man, just take them all out.

I moved from dial up in Hermanus calling Cape Town, very slow and expensive, in about 2004 to a pcmi slot, on line all the time, it was absolutely amazing. The vodacom shop was clueless and the pcmi modem. It was always about R800 per month. It's a little less, for Fibre with 100 x the data and speed.

Model airplanes were and the laws around them should be good enough for drones. We actually went overboard if you look at other countries. Properly crafted laws should not need updating when new technology comes along. Copyright laws for instance are centuries old and still apply to anything we can come up with. It's our stance around copyright policies that caused updating of laws.
