Vodacom's 3G|HSDPA data cards [Vodafone branded], are not network locked, so rather than trying to roam internationally using a Vodacom SIM card in the data card, it could cost a lot less to buy a pre-paid SIM card in the country you find yourself in, and use that instead - otherwise the network operator in the country you're roaming in, charges [usually quite a lot per MB] Vodacom a roaming fee, and Vodacom then passes that on to you.
For this reason, if you have a data bundle with Vodacom, international data usage does not get deducted from your data bundle - obviously a result of the higher roaming per MB rates charged by international network operators.
