Is VOIP over GPRS usable and what are the options currently? Can it work on any phone?

It will either be very laggy or it will not work at all. The problem with GPRS only phones is they often don't have enough upload capacity - you will hear the other person but they won't hear you. For example on a 6310i VOIP didn't work as the phone could only do 2 timeslots for upload which is about 24 kbps AFAIK.
{If you don't know what I am talking about Google for GSM coding schemes such as CS1, MCS4 etc.}

I have had very useful conversations on EDGE using Google Talk though. But the lag is a lot less on 3G. I find talking on 3G (Vodacom in my case) virtually the same as on ADSL.

I'm using fring on GPRS and it works a treat - even skypeout calls were clear

If you use a GPRS phone on an EDGE enabled tower you will get higher GPRS speeds, which is probably why Skype and Fring works on (some) GPRS phones.

A GPRS class 10 phone can give up to 60 kbits/sec down and 40 kbits/sec up using an EDGE enabled tower.

Yah, it makes sense.

Anyone done the maths on how many 3G+ units
it will cost to call someone using Fring and Skype.

I've recently installed Fring on my S60 phone which has HSDPA and EDGE. My local tower is only EDGE: The test call works fine. I'm on MTN and they limit their 3G connections upload to 64kbps which is less than the possible EDGE upload speed. [This rip-off was discussed in a recent thread ] What connection would be better to use: HSDPA + 64kbps upload OR EDGE + higher upload (I'm not sure exactly how much more?)
