VoIP providers?

I need a VoIP provider that can do the following. (Was told it can be done with cloud PBX)

1 number to ring on 2x VoIP phones placed in different locations. (not under 1 roof)

Also be able to transfer the call to the other handset and vice versa.

Be able to call the other handset as well.

I signed up with a provider that can do all this but some how when I call them they cannot finish the setup. They not answering support messages. Just very bad service waiting almost a week for my login details.

And all this already moving away from my first provider with also bad service.

Please direct me to a cost effective company that offers the above and minutes package etc..
