Vowifi not available on MVNO

So basically Cellc's Vowifi is not available on any of the MVNO like Virgin Mobile, The Unlimited, Me&You Mobile, Boksel, Standard Bank mobile, FNB ect ect

Is this a thing or is it just my side but as soon as I put a Cellc prepaid simcard in Vowifi automatically comes up with an SMS if it's a new sim saying wifi calling services has been enabled.
