Wel you need an ISP account to connect to the internet and for the VPN to connect. Its like having a car without a battery or gas, just aint gonna work....

I set up my VPN with Netgear DG834G routers on either side. It works perfectly well. Just remember to have fire walls disabled on the machines you want to connect.
