VSAT and internet sharing and/or hotspot

If activating internet sharing on OSX or Hotspot on iOS, will it data usage from the source to the MBP or iOS device? More specific detail:

We use a VSAT to access the internet. Most people have smartphones and tablets along with their computers. If I would receive an email via the VSAT to the computer and I have a iPhone and iPad connected via Internet sharing, will the data usage on the VSAT increase if the email is sent to the iPhone and iPad?

The main aim of this question is to manage broadband traffic in an enclosed crew situation in order to ensure reasonable broadband access to all.

Short Answer: Yes.

Long Answer: Any device connected to the VSAT or any subsequent routers/Internet Sharing connected to the VSAT will use data.
So the more devices, the more usage.
