VumaCam Antenna, Any Ideas?

Was driving today I noticed something interesting an antenna on a VumaCam Poll.
Looks a bit like a WISP antenna but seems to low, maybe for tracker but again seem too low.
Any one got an idea what it is?

I did think about that, but also thought all the restaurants there already have Wi-Fi, free at that.
Unless it’s a beta test for a larger city wide public Wi-Fi like in Brussels?
