Vumatel speed limiting

Does anyone happen to know where the Vumatel speed limiting for the given package is implemented. I'm guessing the setup is something like: the link to the CPE always runs at 1Gbps, and then a policer/limiter is implemented further upstream (on the ISP side?), but maybe someone in the know could elaborate?

(It doesn't make too much difference where it's implemented, of course, but serialization delay will be lower the faster the actual fibre link is operating at; this is more noticeable at lower speeds, like a 4 Mbps package)

Yes it's on the connection between vuma and the isp
 
The lines are all 1Gbps using bidirectional transceivers, the vlan is policed between the CPE and the switch at the respective POP. I believe they allow a bit of extra on the policer to assist with the TCP overhead of a circuit. We the ISPs pay for the respective line and it's speed so this is managed by the operator, Vumatel in this case. The crossconnect between the ISPs can be anything from 1Gbps which is where most ISPs start (2Gbps in 1+1G LAG) and then to multiple 10G's once you need.
