Tell him to take it to the post office and just ship it counter to counter.

That's one option, another is counter to counter via PostNet. I've been using 'em for sending packages around for quite awhile now and have yet to have a problem. But besides the reliability, there's the sheer convenience factors of not having to deal with P.O. queues, (caused by (poss. surly, inefficient)) gov't staff, getting a phone call to tell you it's ready for pickup and a generally better experience than having to cope with the SAPO!
