Sorry to correct you but yes you can.
In fact I did it to a laptop this weekend. Put in a new SSD, installed Windows 10 Pro 64-bit on it and the key was accepted and the OS activated.
Microsoft seems to have kept this quiet but the free upgrades do still work.
