very good choice.I can recommend the Motorola MB525 which you can get for about R3700 from Vodacom. It's much cheaper on contract (R89pm x 24 = R2136).
Other cheaper Android phones includes The Samsung Galaxy Ace S5830 or the Samsung Galaxy Gio S5660. I agree with agentrfr, the cheapest route would be to get the phone on contract. Otherwise, your mother in law can also consider getting one second hand.
Best option is to go on contract and get a higer end one. For example: I'm on CellC Business for around R180 a month and I got a Galaxy Note with 500mb data/m. You will want Either a Note (Giant screen, big and bright) or a Nexus (Android 4.0). Everything is poultry in comparison (well, that is my opinion)
