War on Telkom ?

I stumbled onto this now :

In the Government Gazette dated 27th July 2005, ICASA formally declared war on Telkom with the publication of a
damning report on Telkom’s ADSL provision in South Africa.


That's fine and dandy, but what went wrong? A few months later, Telkom announced the 1 November change, and ignored the ' war ' .

Is ICASA implementing ' quiet diplomacy ' , not unlike our government's stance on Zimbabwe ?

How wonderfull. Telkom = Mugabe
ICASA = He-who-must-not-be-named
( a clue : he's a president )
 
Teklom have a 7 year agreement - that's right - 7 year agreement with governmint that protects their monopoly status. The agreement was part of the privatisation deal, and there is apparently a side effect to this agreement that will mean that they are still protected for 2 years after the loss of monopoly status.

Teklom know this, and so do ICASA, and they're playing stale-mate games. But once the new DOC bill is passed and registered, then the rules change slightly...I think.

I've searched high and low but have not come up with anything about this.
Anybodee got more details ?
