What is the cheapest way to watch a HD file on a LCD without support for HD files from USB?

Is it a MHL to HDMI with a cellphone? Are there any other devices in which I can plug in a USB which connects to an HDMI-port? (Not something like a Mede8r)

The problem with this is whether the device you are using can actually handle full 1080p playback. I have a Microsoft Nextbook tablet that is brilliant at doing everything at 1280 x 800, but the moment I output stuff to my TV it starts lagging and dropping frames because it can't handle the resolution.
