Water tank base

Anyone tried the dry cement "pouring' of cement to make a base for a water tank or other?
Create a area with wood as boundary, empty cement bags in the area, level and insert metal enforcement mesh and final level, then water the cement.

Does it actually work and would it be strong enough?

1mx1mx +-12cm thick for a 1000L tank.
 
Technically don't need a concrete base.. most critically, you MUST properly compact the sand, whether pouring a concrete slab, dry or wet or just doing a retained crusher rock/sand rock base..

I wanted to put it on the paving around my house but there is a slight slant and with the height of the tank I need it level.

I could level the paving but that would interfere with the water reticulation and scared it'll become rising damp of which I have enough issues......
