Apparently your best bet is to move to New Zealand or Iceland. If you're paranoid enough to go to the trouble to build an underground bunker rather spend your time and effort on emigrating to an island nation populated by civilized people.
 
Realistically speaking any islands that are above water after the-post-apocalyptic-nuclear-induced-polar-cap-meltdown will be inhabited by zombies.
