Nope reactive would be "oh demand just went up...lets start building to make sure the reserve margin remains somewhat constant over time".

The current approach is "ignore problem until its literally a national crisis threatening the prosperity of SA...then start building".

Looks like we're heading for the same story on the water front too...

The whole "cracked" silo case was pretty much a reactive approach, knowing that Eskom was aware and treated it as a EOL product to be replaced on expiration date. Seeing that the DA wants answers, where is the ongoing monitoring, scheduled reporting and those responsible to their respective areas (control)? Reactive is by no means a viable solution to systems running 24x7x365. When it comes down to services, this was treated as a "Break/Fix" scenario.
