I believe the whole "backup" "restore" will work, as you are running a backup from inside steam, and then restoring the backup from within steam again. As our law allows us to make a "backup" I dont see a problem. Also it should be mentioned that if you dont have a steam account, you wont be able to play this game, as it wont be able to activate...
 
The only problem I forsee with allowing anyone to download the "backup", would be bandwidth, since you don't need a Steam account with a copy of that game to download the "backup". The Steam's backup and restore functions are awesome. I've done this a couple of times before, since my 100GB HDD is too small to have all my games installed at once.
I've also asked a friend of mine to download all the Call of Duties for me and then we just used the backup feature to transfer the files :)

Perhaps we should rather try and push IS/WA to speak to Steam and letting them add South Africa as a separate location...
 
I wasn't talking about client side bandwidth here... Client side bandwidth never bothered me.
 
It doesnt cost WA much as they "supposed" to be Tier-1 and they should be able to send data back and forth from there FTP to the client for next to nothing...
 
Yeah, what you're saying is true.
But they'll definitely cancel their R15 local only packages once everyone who's playing Steam games realize that you can make a R15 payment once off an have unlimited Steam downloads for free for ever! I've done this already for playing DotA on the Wage bot :)
