Web Africa Team break their promise to allow cancellation

Me to WebAfrica sent via email 31 March 2015: ADSL LINE 031 762 1936 is to be cancelled by 15 April 2015
Web Africa responds 8 days LATER on 07.04.2015 and only after I called them and spent 30 min on the phone. Then finally WebAfrica responds in writing [#2403141]:

Hello Franz

Thank you for your call earlier.

I have submitted your request to my Senior for the cancellation of your services on the 15th of April.
Your ADSL line will be cancelled on the stipulated date.

...
Kind regards
Tracey Brink
The Web Africa Team

Numerous times emails to Telkom if Webafrica ADSL line is now cancelled by WebAfrica remain unanswered.

Finally now more than 5 weeks later AFTER posting on emailing to Telkoms Facebook page I get this answer:

Telkom: Good Day Franz

The telephone line has not been cancelled as your ISP is still activated on the line.

Wholesale ECDSL 0317621936 (Active), thus not allowing us to commit with an cancellation order. Kindly liaise with your ISP to cancel the wholesale ADSL service.

Webafrica: Hi Franz, our guys have tried to get hold of you on all the number we have, but there's no reply from your side. Please let me know when they can try again. Regards, Mkhululi

Facebook reply (after my post to Webafrica's Facebook

call from +27 860 009 500 Webafrica called 3:38 21 May 2015
I am in Germany since 16th of April, which was the whole reason for my cancellation FOR THAT DATE which I did while my account for the LINE with Webafrica was still fully paid up. Unfortunately in the meantime ( I reconstructed these events) your promised cancellation for the 15th did not happen, and Telkom which I cannot contact at all because all contact to Telkom can only happen via their IN-THE-COUNTRY-ONLY service numbers; Telkom kept on happily sending me monthly bills which is a consequence of your not sending the cancellation of the ADSL to Telkom. So by now my bills from Telkom have eaten up my deposit of R700 for my Telkom line and I'm going into the red. So whatever way forward you may see, unless you communicate this directly with Telkom, nothing good is going to come out of this. Just tell Telkom you slept on your cancellation and to please reverse my Telkom bills since then and to finally accept that the line as such is to be cancelled. And me, please just inform me what you have done or what are you doing and remember that I cannot contact Telkom from here at all. It will take a while till I'm back in South Africa, and nothing should wait for that. My email where you can always reach me is [email protected] . Please email me, calling long distance to Germany is expensive for you, but here again to confirm my number (which you also got from Hellopeter.com Regards, Franz K.

Now, once Webafrica saw my complain on Hellopeter.com they immediately contacted me on my number in Germany and promised me that cancellation of my ADSL line would immediately be done.
Now, ONE WEEK LATER, I'm still waiting ...

Webafrica replied to me on their own Facebook page (Posts to Page which soon move out of current page, they know that ...)
Morning Franz, it's embarrassing and disappointing to hear our guys didn't cancel your line as promised frown emoticon I've escalated this matter to the ADSL manager to address and a senior will be in touch with you, so he can inform you of what is the way forward. Regards, Mkhululi

However they did nothing about it. The line is still not cancelled and again - like so many times before - Webafrica broke their promise to get back to me.
