The exchange having a fault has nothing to do with WA directly, though they should escalate those problems to Telkom.

If his line is not with webafrica its not webafrica problem to report or escalate anything to telkom.

I still think they should escalate the problem if it affects their customers, since a exchange being overloaded affects the product they buy from Telkom called IPC.

I have not experienced any shaping at all, torrents run at 350 - 400kb during working hours Sure, ,my pings are double that of my IS account but I have learnt to live with it and in MW2 I have one bar less of full compared to the IS guys. Still no lag though.

Have you tried doing a trace route rather than a ping? Then you'll be able to see where the problem truly is. There is a possibility that this problem could be PEBKAC rather than your ISP.
