This may be a question more appropriate for the hosting and cloud computing forum.

Without a static IP we can still use a Dynamic DNS service. Can this also be done over a 3G/LTE network? Or does the cellular networks add in additional layers (internal stuff, tower switching, etc) that would interfere with the DDNS system from working in the way a normal DSL line on dynamic IP works with a DDNS service?

I only need to serve (via normal http) under 150MB/month but from 1TB of data store. And be up an running quickly, with no other network infrastructure ATM. The data will be moved to a appropriate cloud service one day (preferably by shipping the HD) but the service needs to be up and running already.

Yes, you can use the unrestricted APN to access a server that's on a LAN behind a 3G or LTE router.
You can setup no-ip on the router or the server.

W.r.t OOB , it's going to depend on the volume of data you are projecting to move through.
Do some tests to get some data and then do the calculations to cost it.
 
Silly question, but why would you want to do this. You are going to have lots of latency issues, and connectivity. I know you are estimating only 150MB/month, but surely just renting a server in a D/C is going to be cheap enough?
Even with 1TB of data, it shouldn't be that expensive. At the most a dedicated server with 1TB of disk space is less than R1000 a month. at least that will give you some room to grow.
 
Googlebot alone can hit your website for over 10gb a month. Hosting on wireless is asking for trouble
 
Can it be done? Yes - if the provider offers an "unrestricted" type APN aka Non-NATted IP
On vodacom you need to apply
MTN I believe is the same
Afrihost is unrestricted by default

With the 3G I could be up and running by Tuesday and thereafter will be applying for the DSL line (which will take a few weeks unless Telkom is better with business). I don't plan to host on my local machine for long - I will later look to get the data onto a hosted server - shipping the drive should work out cheapest. DSL will be used to upload 20GB/month.
