How would you buy Apps for it exactly? since there local store does not have iPad apps yet and the US store uses Geolocation and credit-card country info?
Get yourself a USA iTunes account - very very easy, there is some info with pictures how to do it somewhere buried on this website - just search, I don't know where it is. With a USA iTunes account, you can get your iPad activated, and start downloading free apps. If there are pay apps you are after, you will need to buy an iTunes gift certificate - also extremely easy, transaction will be done usually within an hour, and you will get your gift card verification number in the email. So you would like to download some of the free Apps available in the iTunes store for your iPhone/iTouch but don't have a credit card or prefer to choose Apps available in the US store rather than the barren local one? Easy just follow these steps...
1. Select the iTunes store in which you’d like to have an account. Use the store selector towards the bottom of the iTunes store homepage.
2. Choose the Appstore, then select one of the Free Apps.
3. When the app page loads, hit the 'Get App' button.
4. The login prompt will appear so be sure to click on 'Create New Account'
5. Click Continue, then tick the “I Accept” box, and click Continue again
6. Fill out your details on the next page (you’ll need a real, valid email address), and click continue
7. If you have followed each of the previous steps, you should now have a 'None' option as a payment method. Select that (if you don't have the 'None' option go back to step one)
8. After that, fill out your details. If you don’t live in the country you’re creating the account in, then you can make up an address.
9. You will now see a message telling you to click on the confirmation link sent to the email you supplied earlier
Then check your email inbox (or spam folder), open the email and click the confirmation link.
10. iTunes will pop up, and here you’ll sign in with your new iTunes account details.
11. You should now have successfully logged into your free Account.
