Weird Connection Issues

I have found two apps on my iPhone that I cannot connect to when using WiFi (Vumatel Fibre line using CISP as our ISP) but I can access via Vodacom mobile data. The one app is the HikVision iVMS-4500 CCTv app and the other is the Discovery Bank app but I am keeping an eye out for any others. I first experienced this at Pecanwood Estate this last weekend which is also CISP as the ISP but I can't recall who the fibre line is through and have the same issue at home in Parkhurst, so I don't think it is area or router or WiFi related, any idea's?
 
Which routers are you using? Sounds like MTU
 
I have used it for years without issue as well, this is a recent issue, started this last weekend while we were at Pecanwood but I noticed it at home this last Monday as well.
If it's happening in multiple locations it may be device related, did you try multiple devices?

My fiance is able to access both apps on her iPhone, on our home network at least, I am not sure about the Pecanwood house network. What on my iPhone could cause this? As I mentioned earlier, the apps work when using mobile data, I haven't tested other networks though.
