Weird Internet issues (Mweb)

Hey guys. I am experiencing the weirdest Internet issues. My internet seems slow, and I often get timeouts when trying to connect to websites / web services. It basically looks like exacerbated tcp slow start issues (take forever for the ball to get rolling, but eventually works). It will take a google about 30 seconds to load. Searches are also super slow. All webpages take forever to load.

It is NOT DNS issues. When running a dig I can see that the DNS lookup only takes about 150ms. It is not packet loss, as I can happily ping both international and local sites with 0 packet loss. The weirdest thing is that netflix and youtube are slow to start but once I start streaming it works okay (not great). Speedtest.net claims that my line is working at full speed. So it seems like TCP is okay, but UDP seems to work okayish (though then why does Speedtest.net claim my line is working at full speed).

Pings are fine (both international and local)

I checked that both my main account (mweb uncapped) and my backup account (webafrica capped) are experiencing the same problem. I see problems on both my computer connected to the LAN (Windows 7) and my notebook (Macbook Pro) that is connected via WiFi. So it is not a computer issue, or a faulty cable, or bad WiFi signal. Here are my router stats.

Could I be experiencing issues due to a connected exchange (only started experiencing issues since yesterday)? Wouldn't this cause packet loss or very bad latency?

Could my router be toast? I don't want to buy a new router only to find that I am still experiencing the same problem.

I have the same experience - even BBC & Sky websites load bumpy

I am in the Table View area. The most common symptom for me is that pages often timeout when loading (even mybroadband), or pages will load incompletely. For example the CSS for this site failed to load, and everything looks weird.

I tried doing a tcpdump, looks like there are long pauses between requests and replies.
