Weird noise when braking

Hello people, my car has started to make a weird noise under braking. It is 2012 Ford Fiesta.
It almost sounds like a howling sound, if spelt out it would possibly be whhhoooOOOOOOOOOoooo. It starts off pretty soft, progressively gets louder and fades off as the vehicle comes to a stop.
An independent workshop said it was the brake disks which they changed out along with brake pads like 3 weeks back. The noise stopped for a few days and returned again.
A mechanic suggested that it could be the wheel bearings as he said it seems to be making the wheel bearing noise at speed. Could it really be the wheel bearings? Don't want to go spend more money and not have it fixed.
 
cannot be the wheel bearings, if so it will be a continuos sound and not just when braking.

Could be the clips on the pads were not put on properly and the brake pads are sitting a little loose in the callipers.
Or possibly wrong size of brake pads used, did you buy and supply the brake pads or the workshop?
What brand brake pads were used and disc.

turn from side to side while driving at 60km/h
If you get the howling noise while you're turning one way (or both ways) it could be bearings.

It could happen under braking too because of weight transfer forward - the swerving achieves similar weight transfer but only to one side.
 
If i understand your sound correct i used to get that when my brakepads were thin. If too thin, they overheat once braking. could not dissipate the heat through the pad because too thin.
Wrong pad perhaps? pads get too hot and they make that sound.
As for bearings, very unlikely if they do not sing the whole time
 
It could be wheel bearings, the noise could be muted by the engine noise when driving, it will become pronounced over time as it progressively get worse. Don't just assume it's the front bearing it could just be the rear ones.
