Weird screen issues

I am currently experiencing some problems with a PC and I am not sure if is it hardware or software but I am leaning towards software. It seems like the lower halve of the screen stretches sideways. It is a PC with two screens connected and both screens do it, I already replaced the graphics card, updated the drivers and that did not help. It is running Windows 7 Professional 64 bit and seems to happen even when not working on the machine. What can I look at to fix this? I attached an image of what happens. IMG-20131104-WA0000.jpg
 
As a matter of interest, if you disconnect either screen, does the remaining one still do it?

Have you changed anything lately?

Where is the power for the screens coming from?

Have you rearranged your desk? I do mean your work surface. In the days of CRT, two screen physically close together could interfere with each other. I'm not aware of this being a problem with TFT but hey, this is a strange one :)

Can you see a pattern? Temp? Time of day? Aircon / heating just came on?
